You cannot downsize a Droplet from a snapshot. Data is not always stored sequentially in memory, so reducing the size of a disk can result in data loss or corruption.
How can I destroy my Droplets while maintaining my backups?

We retain weekly backups for four weeks, daily backups for seven days, and usage-based backups for a custom amount of time. You can convert backups into snapshots to save the image indefinitely.
If you intend to destroy a Droplet and want the most up-to-date image, power down the Droplet and take a snapshot immediately before destroying it.
