Who can create a support request?

Only the account that is subscribed to the current support plan and that has a problem can create a support request. You cannot create support requests on behalf of other accounts.

No, support plans do not apply to Cloudways or Paperspace offerings.
No, there are no contracts or lock-in periods.
Yes, you can set up billing alerts.
